This is their Summary:
"3/13/2008--Introduced.
Clean Boating Act of 2008 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to provide that no permit shall be required by the Administrator of the Environmental Protection Agency (EPA) under the national pollutant discharge elimination system for the discharge from a recreational vessel of graywater, bilge water, cooling water, weather deck runoff, oil water separator effluent, or effluent from properly functioning marine engines or for any other discharge that is incidental to the normal operation of such vessel.
Defines a "recreational vessel" as any vessel that is leased, rented, or chartered to a person for that person's pleasure or that is manufactured or used primarily for pleasure, excluding vessels that are subject to Coast Guard inspection and that are engaged in commercial use or that carry paying passengers.
Requires the Administrator to: (1) develop management practices for recreational vessels to mitigate the adverse impacts on U.S. waters of discharges incidental to normal vessel operation (excluding sewage) in any case in which the Administrator determines that the use of those practices is reasonable and practicable; and (2) promulgate federal standards of performance (which may distinguish among vessel types) for each discharge for which such a management practice is developed.
Requires the Secretary of the department in which the Coast Guard is operating to promulgate regulations governing the design, construction, installation, and use of management practices for recreational vessels as necessary to meet such standards. Prohibits the owner or operator of a recreational vessel from operating in U.S. waters if such owner or operator is not using applicable management practices in compliance with such regulations."
I think this is the key phrase:
"...that no permit shall be required... ...for the discharge from a recreational vessel of graywater, bilge water, cooling water, weather deck runoff, oil water separator effluent, or effluent from properly functioning marine engines or for any other discharge that is incidental to the normal operation of such vessel."
Correct me if I'm wrong, but I think this goes against a northern California judicial ruling and basically protects recreational boat users from the possibility of huge fines for "incidental discharge."
Please correct me if I'm wrong. I haven't followed this but gleaned this info from the link. |

just hang it further over the side...no problem. Just hang on tight.
If you have a b-b-q on Friday night and eat mass quantities of brisket and drink a few Buds, then get up Saturday morning at 5am to go fishing stop at the Stripes, drink a qt of chocolate milk on the way to the boat ramp. By the time you get ready to make that first cast , ooops theres that familiar feeling (boily gut). What are you gonna do?  _________________ I LIKE MINE FRIED.

What you do is, you take a 5 gallon bucket about half full of shredded newspaper and make your deposits in there and put the lid back on.
Give us all a break. There is enough floating debris already and the water is off color enough.

One of the reasons my wife is okay with the boat rebuild I am working on is that one of the forward storage lockers is deep enough to hold a porta-potty. More gross work for me but if momma aint happy... aint nobody happy.
For smaller craft, the bucket works good, too. Putting paper in is a good idea. Also, try sawdust. Shake it around after you put the lid on it. Absorbes the moisture and covers up the offensive sight.
The things I'll do to keep my four ladies content has no boundries, I suppose.

| I would camp alot when I was stationed out in California and pooping in the parks there is a big no no. So we would use the 5 gallon bucket with a standard kitchen size trashbag in it to collect all of the mess, when you finish just tie it up good and it's ready for the trash can. |
