You would think....
But I tell this story to everybody who thinks 'counting fish' [i.e., stock assessment] ought to be like counting trees in a forest.
I say, Yea, except:
- It's Dark
- And you can't see the Trees
- And the Trees move around

that's correct, no PERMANENT solution has been reached...they have been doing Ok with compliance (not 100%, you're correct)...sometimes they "forget"...
the solution is easy, have to get TPWD to create a law, and then enforce it...along with the barge companies blessing through the Texas gov't in Austin...

The other solution is to let the current policy continue, as the barges and tugs continue to run up and down the ICW and kill fish during freezes the TP&W can continue to take the limits down from the Texas sportsman to make up what was killed. That's seems to be the answer to all fish kills or low stock assessments.

I think you guys have it colder there in Corpus Christi than we do here in the Taos area. Today mid-50s and no moisture. Humidity is 4% with a dew point of -7. The only skiing on the all the local Resorts is man-made snow. No fishing restrictions here! |

I wouldn't expect to see any masses of fish kills for a day or two (especially now that the sun is coming out). They tend to sink to the bottom, if the cold gets them, and the decay processes are pretty slow in such cold water. After a few days, the CO2 buildup from decomposition starts to accumulate, enough to float them to the surface.
Fingers crossed we misses any HUGE fish kills here on Round 1. Apparently, there is another big blast scheduled for a week or so out. It's really more the sudden drop in temps that gets the fish. If they made it through this round, the bays will be cold for the next big front, and the chance for a sudden drop in temps is less.
