Is the area where the tiny little blue dot is considered part of Steadman's Reef?

Or is this Steadmans reef out in front of Steadman Island (Fins & Feathers)??

First picture blue dot is the end of reef. It runs all the way back to steadman's island. Secong picture is spoil area created from dredging of morris cummings cut. cut is between the spoil area and steaman's island.

Thanks for the info!! Just for clarification, Morris Cummings cut is the area circled in red, correct? (New pic below)

You can see the channel in the left hand side of your circle with spoil trail on both sides. It runs straight up to the bridge by Fin and Feather. The right side of the area you have circled is mainly spoil area with the channel above it - more towards Fin and Feather.
