The cotter key you mentioned just holds the nut on the shaft and keeps it from spinning off. It does retain the prop but does not keep the prop from spinning on the shaft, only the shear pin does that.
Hope it helps. I'm not an outboard mechanic but over the years I've changed dozens of shear pins on small Johnsons, usually in the middle of a creek or river with lots of rocks and beaver dams somewhere in northwest Ontario, Canada, on my walleye fishing expeditions. |

I have the Shear Pin on hand.
I'm trying to figure out whether or not there is suppose to be some teeth inside the prop that grabs onto the shaft.
The initial problem was when I would move forward and gain speed then the RPM's would revr high and I would lose forward momentum unless I let go of the throttle.
I appreciate everyone's feedback intrying to troubleshoot this.
