And here is a map explaining " Agenda 21 ". It doesn't show the coastal water ways, but you will get the picture. There are better websites but this will do...

Most will look at the map and say what I said years ago, " there's no way the United Nations could pull that off!!!!! ". But here is the kicker, if the dollar collapses, which it will ( by design ), this can be implemented real fast. For example, when the dollar collapses, it will shut down all state parks which are colored red on the map, including PINS, cause america will be forced to default on its debt, that everyone already knows can't be paid down. Secondly, hardly anyone will be able to afford to fish, hunt, gather nuts, or whatever, make their house payments, loan payments, so this will be easy to implement. 75% of america will be off limits, and america will be 3rd world status without a stable currency, the dollar is dead.

make fun of me all you want, it's ok, I can take it. just trying to warn you and help those that will wake up. Most of you already are smart enough to see that the seagrass debate is bogus, and rightfully so, because it is..

I asked one of the guys at the meeting if this was a done deal and the meetings were to get and idea on how to implement it and he said not necessarily it could still be killed.

First, I agree that there would be those who would still question the data even if TPWD could provide some. But it doesn't really matter does it? There is no data to question. So let's keep the cart behind the horse and before we start worrying about what people would think about the data if we had it, let's try to get some data first.
Second, of course there would be a change in attitude if TPWD provided data suggesting that the seagrass was in peril for the JFK causeway area. The "naysayers" as you so politely put it, are not a bunch of idiots running around destroying the resource for fun. The majority are responsible, ethical, outdoors people who are willing to do what's best for the resource. The bottom line is that there is nothing to suggest that this area is in need of protection.
I believe that the burden of proof falls on the state. Not the public. We should not have to prove that this is not the place for an SSA. It should be the other way around. Prove to us that an SSA makes sense for this area.

Of course he said that. Do you think he would tell you that this is simply a legality. They are required to scope issues. They are not required to listen to what we say. The commission does not even have to go along with the request made by the TPWD staff. They can make whatever decision they want (and it appears that decision has already been made) regardless of public opinion.
One clarification.......I don't think public opinion should be the deciding factor in managing our resources. That's why the scientists get paid. I do believe the scientists have a responsibility to the general public to make sure the recommendations they make are based on sound science and not "well it worked here, so it will work everywhere".

JasonSlocum, there has been talk of some "in-house" data, but no one's presented it. Perry, Art, and Robin would have done themselves a much better service to provide that information, if even just an abstract with a small, simple table. There were lots of handouts, but no numbers.

believe it or not, there were more than a few people in the audience that can read numbers and make simple comparisons. and I have no problem trusting TPWD data; we've done it for years and they've done a fine job, in my opinion. but people can sniff out a red herring that's been under the covers even for a little while, and this is NO EXCEPTION.

and CS's argument of "well, I can see extensive scarring when I drive over the bridge." yes, I've seen it for years, and it comes and goes. BUT The "lake-mentality" idiots that blow straight out of Marker 37 shouldn't be enough to cause 15,000 acres to suddenly be lumped together and extra enforcement and extra man-hours studying. Shoot, put a stop sign there. or a sign that reads "shallow water, do not enter." keep it simple!!

we're missing the point here, especially when we have lagging trout numbers in the mid-coast, pathetic levels of freshwater inflows to our estuaries, and they're pulling out our nearshore rig habitat faster than you can blink.

keep your eyes on the ball here, please.

with the exception of some of the comments, this has been the most lucid, well thought out, level-headed discussion about access rights/conservation I have read on this board in years.

But having listened to this one and others in the past and watching what TPWD does, you have to get the feeling that none of this matters one bit?

You got the message from trout talks that public opinion doesn't sway management decisions. And perhaps rightfully so.

Now you get the message that the scientific data doesn't determine management decisions. There are seagrass areas in baaaddd shape out there and they are being ignored while the healthier areas are targetted for an SSA.

So if your opinion doesnt matter, and the scientific data doesn't matter...how can you NOT think that somebody or group is directly influencing the decision of parks and wildlife?

All projects have costs. So if the SSA is implemented is the cost of litigation included in the project cost? The possibility of litigation may expose any hidden agendas and also flush out any scientifuic data to support the area to be an SSA. I would like to see the TPWD spend their money on useful projects rather than in court. I suspect there are some attorneys that fish there that could file litigation/injunctions if we passed the hat to cover the court costs.
This by no means is a threat but just planning ahead.

At last years "scoping" meeting we took a vote for or against lowering the trout limit. This vote was not a deciding factor, and we were told that the data presented would be used to determine the outcome. It was pretty much just a gripe session, yet informative and somewhat comical. Ultimately, a proposal was made to the TPWD comission and they decided based on...well, we will never know. When asked what the proposal would be the answer was..."Don't Know". If only science and facts are used to determine the decision, the information I have seen should help with this one. This time public opinion and data are both on the side of leaving it alone. I believe we will find out how big of an influence the special interest groups have this time. I appreciate those of you who understand all of this confusing data and are against screwing up a good thing. It only takes me a few minutes to be out my door and fishing the back yard. My vote is leave the backyard alone, but I believe the locals, commercial fishermen and most of the public will be very dissapointed.

My job requires me to travel next WK so I will not be attending the meeting....The last pages on this thread have been getting to the real grit of what were all being sold as a "Scientific Project" I guarantee you that there are people sitting in ATX wanting this to pass. As a state employee my program depends on fed dollars that are matched 60/40 and every two yrs when the legislature meets it's cost cutting time around the office and all hell breaks loose! I'm saying this because as previously mentioned these projects need funding and the state can't afford these coastal projects all by itself and the probability of fed money helping these groups is probably high! No money = no jobs for these guys;scientist, support staff,equipment, MGRS, Directors and every other OLOGIST out there would be in the unemployment line! Heck the state can't even afford it's own education E.G. school!

So all we need is a Airplane a lawyer and a name! If groups can stop the old courthouse from being demolished or delay the Coliseum from being torn down even if they are being sued,it's what they believed, then we can beat this!

Kinda out there I know but not as far as Pluto!

Ok CS, this is a combination of the data from the two most relevant studies we've found (besides the "in-house" TPWD data that exists somewhere).

yes, this is exactly like comparing apples and avocados, admittedly. I"m combining scarring data with percent loss data. really shouldn't do it, its mathematically irresponsible to do it this way, and I flat out guessed where to insert the two studies. I should be flogged with a wet noodle for attempting this. feel free to re-do my guestimates, anyone.

but at the end of the day, I'm a numbers kinda guy. and number 8 on the list doesn't cut the mustard for the dog and pony show/scoping meeting. I'm feeling a little razzed, and mostly embarrassed for TPWD for even trying to pull this off. they HAD to know this would fail public comment miserably. why even try it? ltorna might be right with the conspiracy theory. this coming Tuesday is gonna be fun.

I talked to Gaye White the local staffer from Todd Hunters office. She indicated she would be at tomorrows meeting. Please say hi when you see her and encourage her to let Todd know just how his constituents feel about what is going on. I would think having Mr Hunter in the loop decisions will be made on facts and good science.
