I am wondering if anyone knows where to get my hands on a sail line or if any one knows who can build one.

TPWD offices here in Corpus have all the regulations regarding a sail line. Look at their pamphlet and also at one for sail at Clem's leads me to believe that pretty much anyone with a hacksaw to cut PVC and some glue can make one. Good luck.
