"The Texas Parks and Wildlife Commission adopted changes to spotted seatrout regulations that will reduce the daily bag and narrow the slot limit in multiple Texas bay systems for two spawning seasons.

From the Laguna Madre (Rio Grande boundary) to East Matagorda Bay (F.M. 457 boundary) and extending 500 yards from the beachfront, speckled trout bag limits will be reduced to three from five and the slot will change to 17 to 23 inches from a 15- to 25-inch slot limit and the ability to keep one fish over 25 inches. Anglers under these regulations, which includes the major bay systems of Lower and Upper Laguna Madre, Corpus Christi, Aransas, San Antonio and Matagorda, will not be allowed to keep a fish over 23 inches.

The rule changes are intended to help areas hit hardest by the February 2021 freeze and subsequent fish kill. The regulations are set to expire Aug. 31, 2023, and then will revert to the current coastwide regulations of a five-fish daily bag and 15- to 25-inch slot limit plus one fish over 25 inches."

so....when do they take effect? right now? or August 31st?

The actual 'Date' when this goes into effect is still 'yet to be determined'. [Pesky Texas Register rules and all].
But look for the new regs to kick-in March'..ish timeframe, covering the spawning seasons of this year and next year. That's the reason for the sunset provision of Aug 2023 for it to go away.

So does anyone know what the barge/tug companies' contribution might be for the next two years that can help reestablish our speckled trout population.

It's my understanding via CCA, the wildlife commissioners will publish a statement soon and it should include an effective date for the new trout regs to begin sometime in March, 2022.

here's a portion of some communique between the working group this morning

Good morning: We are now in the midst of this cold spell. Air temperature in the Laguna Madre is at about 30F and water temperature 48F at 7:30AM. We should be close to the event air temperature low. The warm up is predicted to be slow with air temperature lows of 33F Saturday morning, 42F on Sunday morning and 47F on Monday morning.

The water temperature is still above our 46.4F (8C) threshold and is predicted to stay around this temperature all day but dip below our threshold after dark. A water temperature low of 43F is predicted for Saturday morning with water temperature staying below, or close, to our threshold until Sunday mid-day. There are some differences between models but the confidence intervals are relatively narrow. A slow warmup is then predicted.

We continue to predict small cold stunnings today in the Laguna Madre with larger cold stunnings Saturday into Sunday. The air temperature predictions for Sunday have been trending higher over the past few days. We may get out of the cold stunning range by Sunday afternoon, we are following and will update today late morning while including information from the field. The northern water bodies will experience colder water temperatures and likely a more extended cold stunning event.

We have issued a request for voluntary interruption of navigation and all coastal engineering type activities in the Laguna Madre starting 00:01AM Saturday morning, 5 February, extending through Monday, February 7, 12:00PM Local time.

This will affect traffic and coastal works through the Laguna Madre from south of the JFK Bridge in Corpus Christi (MM 551 WHL) to Port Isabel, TX (MM 661 WHL).

If you catch a state record trout, measure it and weigh it on a photo or video and if there are witnesses have them record the event. Then, put that old girl back in the water to reproduce. Killing a large trout is not a good thing to do. Plus, the fish will be full of spaghetti worms. Yuck. A 17 to 19 speckled trout is the best to cook.

Went out to the dock tonight to look around and cast up some mullet for Frazier crane, my resident heron, and have never seen the mullet so thick.
