I've been coming down and fishing PA North Jetty for sheephead in March-April for many years but it seems the last 5 or so the keeper fish are far and few between.
Am I coming to late now?
Any suggestions?

I do not target sheepshead generally, but can say that the last few times I have been on the rocks in January and February that is a given limit for me after casting for trout and reds.

Just depends on the weather and water temps. you may be late some years and early some others. I will say there are sheephead at the fina docks already, still a lot of undersize but the big ones won't be too far behind (DISCLAMER This advise is also weather dependent as well.)

I've never fished for Sheepshead at the jetties, but have sat at a drain on the shrimpboat channel several times with shrimp on a Texas rig and caught all of the sheepshead we wanted.

You can catch them year round. My dad knew a guy that used to walk the t-heads with a tool similar to (or modified out of) a sharpshooter shovel on a long pole...he would scrape the pilings then cast a single drop leader with fresh dead shrimp on it; haul in his daily limit of sheeps and feed his family that way. But I'm sure some times of year are hotter than others.

That being said, I'm really surprised you don't see more people scraping pilings and things on piers, etc. Pretty sure it would work scraping the rocks on the jetties, too. Unless there's something illegal about this practice now, but I don't personally know of anything. They LOVE barnacles!
