They are found here year-round, and make their way offshore for spawning in fall and into winter. That's the reason for the upper size limit of 12 inches between October and January. Mullet roe is prized and fetches a pretty penny in Asian countries, and snagging them during those times was an issue years back. This restriction cut back on the harvest of females.

From the Outdoor Annual:

May not take from public waters, or possess on board a boat, mullet over 12 inches during October, November, December, and January. No limits apply during other months.

Interesting CS, I had no ideal there was any kind of limit on mullet. Thanks for the insight, I guess I'm going to have to start fishing for something else! Embarassed
