13K gets you into a jetski, one of the small Whaler skiffs or a pretty sizable Zodiac. I'd go that route instead.

Heck $13K gets you into a more recent used Whaler 17 Montauk with a good 90+ hp motor and trailer. You would have $$ left over for gas and bait.
