Beach petitions to start circulating Thursday
Effort to force a vote by public on the issue needs 8,000 names

Members of the Beach Access Coalition will begin circulating two petitions Thursday in an effort to confront City Hall on its decision to regulate vehicular beach traffic.
One petition seeks a referendum to overturn the council's decision to close to vehicular traffic 7,200 feet of Padre Island beach from Packery Channel to Padre Balli Park. If successful, that petition would put the issue before voters to decide.
The other petition seeks to put on the ballot a charter amendment prohibiting City Hall from restricting traffic on other beaches without first obtaining voter approval.
Both petitions are expected to be available for signing at the Nueces County Courthouse, but the coalition still is awaiting approval for the location. The coalition notified City Hall of its intent to file a petition on April 3 and needs about 8,000 signatures to force the issue to an election.
If the coalition can gather the signatures within 60 days, the referendum and the charter amendment election will be in November. If it takes them 90 days, both items will be moved to the April 2007 ballot.
The issue of a proposed charter amendment could cause some confusion for voters. City Council members already have approved a move to place an amendment before voters, but that amendment has one caveat. It would be validated only if voters decide to uphold the council's decision to restrict traffic on the stretch of beach.
The Beach Access Coalition, however, seeks to take that decision-making power out of the City Council's hands. Its proposed charter amendment would not rely on a rejection of the traffic restrictions, and each issue would be considered separately.
If the coalition's petition drive on the charter amendment is successful, voters will be faced with deciding whose amendment is better, City Hall's or the coalition's.
Bill Kopecky, a member of the coalition, asked council members on Tuesday to reconsider their decision to place a charter amendment before voters and instead allow the coalition's proposed amendment to stand alone on the ballot.
"We think it makes them look foolish to put two (amendments) up there," he said.
Council members took no action but still could decide to remove the city's proposed amendment at a later date.

Money for a few
Citizens of Corpus Christi and Nueces County, you had better get your heads out of the sand. I'm talking about the sands of Padre Island. If you think the city and county fathers, plus editor Libby Averyt, are pushing this agenda for the sole benefit of the people - you had better think again. This is about money - big money for a few. If this passes, there should be an investigation to see if there were any bribes involved.
They talk about the financial benefits of this project before and after completion. The majority of the workers during construction and after completion will be aliens who send most of their earnings to Mexico. The little bit they spend here will be at Wal-Mart. How many of you own a Wal-Mart store? Probably no one from Corpus Christi will own any part of this project unless it's under the table.
When a hurricane wipes out this multi-million-dollar project, who do you think will pick up the tab to rebuild? The same ones who are paying to rebuild our city under the sea in Louisiana.
