I looked at a schematic for the 209 and it looks like you have five screws around each side plate. Two screws of those five are for the stand screws and the other three are post screws. I'd guess that the stand screws are shorter. You maybe trying to use the stand screw in the post and it's not long enough to hold. It's hard to tell without seeing what it myself.

tends to happen a lot to No. 9's, 109's, 209's, 309's etc. sometimes the small screws and posts aren't fully aligned and the screws don't seat all the way. Then as the reel is used the flex sets them to loosening. Do a double check snug on the all after a little use or gall one of the last threads on the screw slightly with a screw driver and it'll keep itself locked. lost a lot of screws from my no 9 before I figured it out Razz the shorter base screws are the worst.

I tried winching in a few tuna with a newer Penn 309. Wasn't the fastest reel out there but it did the job, however I did loose a few skrews that hold the reel to the frame (or reel seat part on bottom). Roys did a good job helping me find the missing parts.
