The concrete boat ramp on Packery Channel at Luby Park has been blocked by the City of Corpus Christi for at least the last two weeks by my observation.

Boaters and anglers should be aware of the situation before they plan to launch their boats. Plus, access and safety for handicapped persons is questionable.

The sloped walkway on the right side is half-blocked by chained-and-locked trash barrels. The other half of that walkway measured less than required by ADA guidelines. The slope of the ramp could not be determined.

Quoting from the ADA Accessibility Guidelines for Buildings and Facilities (ADAAG): "The minimum clear passage width for a single wheelchair shall be 36 inches (915 mm) minimum along an accessible route, but may be reduced to 32 inches (815 mm) minimum at a point for a maximum depth of 24 inches (610 mm), such as at a doorway."

To make things even more restricted, the dredging equipment is completely blocking the left side launching ramp. It looked like maintenance work on the dredge. Another commercial boat is moored on the other side of that left concrete walkway. A few days ago, a large jon boat was moored across the end of the fishing pier on the left side. Essentially, access to anglers was blocked entirely on the left side.

To make matters worse for the handicapped, all of the designated handicap parking spaces are adjacent to the left ramp. This requires those people to go quite a distance over to the right side ramp to have access to only half of it.

Is this situation merely an inconvenience for anglers and boaters, or is it an intrusion on our rights to use a publicly funded facility?

Dont look blocked to me? I was over there last night and it was open. They have been working alot on the parking lot lighting and its all finished finally. I wish they would fix the light poles at clems and billings. I feel like ray charles at night. They have to chain the barrells because the a-holes will steal them. A wheel chair looks like it can make it between the 2 rails? Why not use the center concreate walkway?

Let them do their job they will be gone soon. They need to repair Laguna Shores rd and dredge out Laguna Shores Marina.

Those are not fishing piers either. They are docks to park your boat while retrieving your trailer. My .02. Adios

BB, your statement above advised that the boat ramp has been closed. Never have ever Been their, by the pic, it does not look so to me. Also reading on it sounds as if possibly some work might be going on around or associated with the ramp. And just possibly some working hand, not completely knowledgable of the ADA rules might have chained them their in an honest attempt to do good. So no, I do not think myrights have been violated. jMHO.....cC

The dredge workers are using the boat dock now to load and unload there supplies, They will be gone soon Bob, Why don't you use your camera and time to take fish or wildlife pics, instead of trying to stir up trouble ?

If a wheelchair can still get by I see no problem though different placement of those barrels would be better for using that dock.

Given the "trashy-ness" of the general area and especially some of the folks that frequent the area, I'm just happy that there are trash cans to begin with!! Laughing Now if we could just get some folks to USE them.

I'm in the camp of "looks O.K. to me", but then again I don't carry a pocket ruler to measure ramp widths and slopes for ADA compliance.... Wink

The dredge has to be in that area until the dredging is finished..... a temporary inconvenience.

Today, I went back to measure it. Since the majority of forum posts didn't show any concern about minimum width ADA requirements, I needed to know, at least for myself, the exact width between the rails. (When I took the pictures yesterday, I did a quick measurement of 34 inches.)

FYI, today, the actual measured distance between the handrails is 34-1/4 inches. Therefore as I suspected, it is not ADA compliant, which requires a minimum of 36 inches.

How the ADA came up with the 36 inches, I don't know. But I'd assume it's there for good reason.

Also today, I measured a traditional wheelchair at H-E-B. The span from wheel to wheel is 27-1/4 inches.

Maybe the 36 inch minimum prevents people from banging their knuckles.

In the pictures, you can see that the concrete on the other side of the railing towards the edge of the ramp is much wider. That was the reason for my posting this thread in the first place. If the trash barrels simply were not there, the wider sidewalk ramp would be more accessible.

I believe that the trash barrels could be chained to either of the two posts in my photos. How much of a problem would that be for the City to do that?

However, so far, most people don't see any problem with chaining the barrels to obstruct the walkway. The barrels are there already, and nobody cares. OK, I get it. Don't understand that. But I get it.
