Just emailed this to the Caller-Times:

According to the October 11 Caller-Times, the City Manager's excuse for what was left out of the utility bill fliers about the effect of Amendment No. 1 was "There's a limit to how much you can put on one page, two sided." Here's what's missing: "The city council is authorized to adopt ordinances restricting vehicular traffic on the pedestrian-safe beach, except for emergency vehicles, vehicles used to maintain the beach, or other authorized vehicles, and establishing the conditions required before the creation of the public pedestrian-safe beach. The ordinance effecting the creation of a public pedestrian-safe beach is not subject to initiative or referendum."

The missing sentences counter powers granted by the City Charter, including Sec. 4(a)(2):

"Referendum. The registered voters of the city shall have the power to require reconsideration by the city council of any adopted ordinance or part thereof and, if the council fails to repeal the ordinance, or the disputed part thereof, to approve or reject it at an election as provided herein. "

This City Council has already killed two petitions for referenda to repeal ordinances banning vehicles from beaches, and now wants you to insulate future ordinances from correction by the voters. Don't give them a blank check. Vote no to Amendment No. 1.
