I received an e-mail about this this afternoon:
Very Important for you to be aware of a new bill HR 45 introduced into the House. This is the Blair Holt Firearm Licensing & > Record of Sale Act of 2009.
Even gun shop owners didn't know about this because the government is trying to fly it under the radar. To find out about this - go to any government website and type in HR 45 or Google HR 45 Blair Holt Firearm Licensing & Record of Sales Act of 2009. You will get all the information.
Basically this would make it illegal to own a firearm - any rifle with a clip or ANY pistol unless:
1. It is registered,
2. You are fingerprinted,
3. You supply a current Driver's License,
4. You supply your Social Security #,
5. You will submit to a physical & mental evaluation at any time of their choosing,
6. Each update change or ownership through private or public sale must be reported and costs $25,
7. Failure to do so you automatically lose the right to own a firearm and are subject up to a year in jail.
There is a child provision clause on page 16 section 305 stating a child-access provision. Gun must be locked an d inaccessible to any child under 18.
They would have the right to come and inspect that you are storing your gun safely away from accessibility to children and fine is punishable for up to 5 yrs. in prison.

b]2009-2010 Blair Holt's Firearm Licensing and Record of Sale Act of 2009[/b]
To provide for the implementation of a system of licensing for purchasers of certain firearms and for a record of sale system for those firearms, and for other purposes.
Official Summary
1/6/2009--Introduced.
Blair Holt's Firearm Licensing and Record of Sale Act of 2009 - Amends the Brady Handgun Violence Prevention Act to prohibit a person from possessing a firearm unless that person has been issued a firearm license under this Act or a state system certified under this Act and such license has not been invalidated or revoked. Prescribes license application, issuance, and renewal requirements.
Prohibits transferring or receiving a qualifying firearm unless the recipient presents a valid firearms license, the license is verified, and the dealer records a tracking authorization number. Prescribes firearms transfer reporting and record keeping requirements. Directs the Attorney General to establish and maintain a federal record of sale system.
Prohibits:
(1) transferring a firearm to any person other than a licensee, unless the transfer is processed through a licensed dealer in accordance with national instant criminal background check system requirements, with exceptions;
(2) a licensed manufacturer or dealer from failing to comply with reporting and record keeping requirements of this Act;
(3) failing to report the loss or theft of the firearm to the Attorney General within 72 hours;
(4) failing to report to the Attorney General an address change within 60 days; or
(5) keeping a loaded firearm, or an unloaded firearm and ammunition for the firearm, knowingly or recklessly disregarding the risk that a child is capable of gaining access, if a child uses the firearm and causes death or serious bodily injury.
Prescribes criminal penalties for violations of firearms provisions covered by this Act.
Directs the Attorney General to:
(1) establish and maintain a firearm injury information clearinghouse;
(2) conduct continuing studies and investigations of firearm-related deaths and injuries; and
(3) collect and maintain current production and sales figures of each licensed manufacturer.
Authorizes the Attorney General to certify state firearm licensing or record of sale systems.

"They" have been trying to get it through apparently a couple of times, but I found out later last night the bill is apparently trapped in committee right now. Hope is stays there and dies, but I suppose they will keep trotting it out year after years, trying to pass it to restrict our gun rights.
