dang, what is causing the shake up? and it doesn't sound like from your tone that it's a good shake up? getting worse?

Worse, in the sense it's being populated with more and more social scientists and economists, that really don't understand what it takes to get from point A, to a banana, to the final product of the hand grenade that the SSC votes on as 'Best Science Available'!!! Laughing Laughing

The reason for that is coming from way up in the Interior Department, as they are tired of waiting on something other than single species assessments, and are pining for the Ecosystem Approach. I get it, it sounds wonderful, but somebody please show me where exactly the price of fuel, the grounding of 1/2 the shrimp fleet due to hurricanes and the flood of cheap imports, or the 'feelings' of indigenous peoples fit into "The Model"??? It sounds great, but mechanistically, it just doesn't work.

my first SEDAR was 33 on gag and AJ, and 49 on a bunch of species, and then 51 on Grey snapper really made me disillusioned, so I quit...they already had the answers they wanted...don't get me wrong, there were/are some wicked smart people in the process, but they're getting orders from above...

Nailed it. Despite what the data stream looks like, it all MUST fit into Stock Synthesis 3.3.32xxxxx (or whatever the SS Gods make up next week). If I made ANY impact up to now, it was getting that ship turned at least a little bit with SEDAR 49 (Data Limited Stocks) and the latest Gulf Shrimp Assessment. They finally get it that an annual 'crop' like shrimp doesn't work within an age-structured model for long-lived species, where you can get a semi-realistic handle on natural mortality. And the shrimp model is going to rely on more environmental information!!!!, so that it least gets it farther down the road to Ecosystem Management. (And it's helpful that both brown and white stocks are way, way over the existing OFL/ABC estimates Rolling Eyes ).

do you think the influx of charter captains and duel permitted captains in the process is helping or hurting?

I'm pretty sure you already know the answer to that rhetorical question.........

"Thank you for your valuable input Capt. XYZ, it has been duly noted. The decision of the Council stands". Q.E.D.

Almost anyone with a captains license and a bucket of croaker can be a guide these days it seems(and be fairly successful). And some are taking different sets of clients out multiple times a day. No way that is helping IMHO.
