What's the deal with entering PINS before staff is at the gate if you don't have a pass? Can you make a payment in a drop box for the boat ramp?

Not sure if things have changed since they built a new gate house but in the past I would always stop and pay when I left after my stay or if I had to leave in the middle of my trip for supplies.
