While addressing a different topic, Rodbreaker posted a very helpful website citing PINS regulations:

(ix) Obstructing or interfering with the normal flow of vehicle traffic on North Beach or South Beach by means of a rope, tape, ditch, sand berm, equipment, vehicle [emphasis mine] or other object is prohibited, except in the event of an accident or other emergency.

Determination: Some visitors attempt to cordon off a section of public beach in an attempt to keep vehicles from driving near their parked vehicle. Ditches are dug or debris piled high to discourage motor vehicle traffic. Frequently, the area that is cordoned off serves as the primary roadway on the beach for vehicles. Other drivers are forced to travel through the foredunes or surf zone when they reach these locations resulting in resource damage and unsafe driving conditions.


I see this kind of obstruction around camps all the time. One of the worst examples was found at Yarborough Pass a couple of years ago during the Big Shell Cleanup. The tide was high and the high road nonexistent that day, so about a hundred cleanup vehicles had to detour into the soft sand to get around these clowns, parked right in the middle of the only set of ruts. I bet half the cleanup participants gave the campers chewings out and/or digital salutes as they struggled by in the deep powder. Evil or Very Mad

Note also that equipment, just like a vehicle, can't be placed where it blocks the primary roadway. If the lower beach is so wide that you can park and put out rod holders at the water's edge, yet vehicles can still drive around you on at least one side without leaving the packed sand, that's okay. However, if the tide goes out, you'd better either reel in your lines or move your rod holders with the tide so that your lines don't hang above the additional roadway that's been exposed. I've only once been clotheslined while driving down the beach, and that occurred because some meatballs had parked themselves and their rodholders atop the high banks at least 100 feet from the water. I'd have detoured around the lines if they'd been visible at eye level, but I wasn't looking for them 10 feet in the air. Fortunately, I was going slow at the time in case someone from the camp took a stroll.

As I interpret the regulation, the use of ropes, tape or other things like traffic cones and reflectors is not prohibited so long as they don't interfere with or obstruct the normal flow of traffic. So, park out of the flow, which is usually either on the wet sand near the water's edge and/or in a clearly-defined set of ruts higher up the beach, and decorate that which is not public roadway to your heart's content if that makes you feel safer. Just be sure to look both ways when you leave your decorated perimeter to cross the road, and take the decorations home with you when you leave.

yall a couple years ago I was going down the beach and a bunch of people from S.A. were at about 18 and had the whole beach taken up. There rods were on the other side of the low road and the tide was way out.I told them that they should move there rods down by the water and they got all upset with me. I told them if they were still there the next day and still taking up the whole beach that I would take care of there equipment the next day. Sure enough they still had the beach blocked off so I layed my rods down and put up 4 1 inch conduts and went right on down the beach. They were all up at there camp when this happened. I was going about 50 mph and up rooted all or pulled most of the line off of them. I didn't stop and ask how they liked that. Maybe next time they will listen. All I can say is respect other people and they will respect you. I'm to old to mess with punks if you want to call 25 to 30 year old people punks.

That is unfortunate, but it happens all the time. Some unknowingly do so and others out of plain arrogance will do so. What to do, what to do?

I suppose the situation could quickly deteriorate if the blocking party caused one to get stuck by trying to go around.

Snap some good digital photos of beach road blockage and download them at the park HQ on the way out. Send copies to David Sikes and ask him to print them on his outdoor page. Let the rangers enforce their regulation and let David educate everyone about who's messing up the fishing for the rest of us.

Do not get yourself in a scrape on federal property and expect that you'll be vindicated in court for vigilantism.

Kinda goes along with the rule that north bound traffic has the right away on PINS which means if two vehicles are heading towards each other in the same set of ruts the south bound traffic should pull out of the ruts and let the north bound traffic pass are move over. Many times I have been given the death stare from south bound traffic because I wouldn't pull completly out of the only set of ruts for them. Plain and simple north bound traffic has the right away so maybe one day I will just run head on to someone and have an injured neck and back Wink

People are always going to push the limits in the absence of obvious notices and enforcement. Signs posting the rules every 10 miles and enforcement by the park service with hefty tickets and fines would stop the problem right away.

At least most of the obstructions you guys are talking about won't break something. I drove up from to Mansfield jetties from the south the other weekend and every so often there were people who took it upon themselves to "control" the traffic by digging speed trenches which consisted of a 12" wide by 9" deep trench with all the sand removed piled on one side. You'd nearly break an axel if you hit that thing at over 7 mph. I suppose they did this so they wouldn't have to watch their children playing in the "road". But the worst was when they left, they didn't bother to fill the thing in! Spent the whole weekend dodging old trenches and giant "hot tub" hole that people never bothered to fill in. Has anyone else run accross this?

Which is why Johnny started the thread in the first place and which is why I harp on it in my articles in the Saltwater Angler and why I say do not speed past camps because that causes that kind of behavior.

I printed out the regulations and will carry them at all times on the seashore. Now I can "educate" instead of argue.

I didn't see anything in the regs about north bound traffic having the right of way. Is this supposed to be a rule?

It's found on their website in this section, maybe in other places too. They've made a lot of changes to the site .

Just added RodBreaker's link and the one at the beginning of the thread to the stickie named "PINS Survival Kit and Driving Tips."

I'll admit I never heard of the southbound traffic having to yield to the northbound traffic before.

Anyone know the legal status of the back road between about the 17 and the 30? I haven't dared it in years, and don't even know if it is blocked off by the NPS now. If you drive in the back road's ruts, is that the same as driving in the vegetation? Same question goes for the road at Yarborough Pass.

I have asked park rangers and received different answers, so I guess it depends on who is there at the time, anyone have an official answer??
