I heard something like they (the state) was bound to extend the state water line out to 10.something miles as Sam Houston's description of state waters actully equates to a line farther than the present 9 mile line....has something to do with the length of a league.
Anyone heard anything about this????

The boundary is 9 nautical miles which equals 10.357 statute miles. I haven't heard anything about changing it.
