Maybe they’re being paid to harvest those eggs and ship them north to SPI for transplant.
I can’t imagine they’d let themselves be photographed while steeling turtle eggs. Look closely at the picture ...

Might be easier to forget PINS
I think maybe that's their objective.
Drive away the fishermen so the turtle people and assorted whacko's can have the whole beach to themselves.
