Try clouser, shrimp, and crab patterns. If you like poppers, you might try a gurgler, too. #4 is the most popular size in the flats.

Don't know the lure, but that is the tiger pattern. I had a floating mouse and a jointed minnow in that pattern.
With that bill, it should be a deep diver.

Looks like a float tube to me. You can use them with swim fins to get around in deeper water. See them on-line at Cabelas or Bass Pro. Price starts around $100.
