Father-in-law has a 1987 Johnson 9.9HP 2-stroke that keeps fowling the plugs. Runs great for about 5-miles and then starts to sputter from the carbon buildup. There is a dial on the front of the motor that I think may be for fine-tuning the air-fuel mix but I'm unsure how to go about adjusting it correctly without scrooging something up. Any suggestions?

Might be silly, but it sound like the choke is staying on, or running rich, or gas mixture.
